I have four iOS devices signed into my Apple ID and I can download apps on all of them. Try a forced restart and the try downloading an app. Press and quickly release the volume up button, then press and quickly release the volume down button, then hold the side button until you see the Apple logo on the screen at which time you can let go of the button.
